Job Summary

We are seeking a highly skilled Technical Proposal Writer with strong experience in management consulting and Learning & Development (L&D) to lead the development of high-quality technical proposals, concept notes, and bid documents.

The ideal candidate will have a solid background in consulting-led proposal development, with the ability to translate complex organizational, people, and performance challenges into clear, compliant, and compelling technical solutions aligned with client, donor, or corporate requirements.

Responsibilities
  • Technical Proposal Development
  • Lead the end-to-end development of technical proposals, including Expressions of Interest (EOIs), concept notes, and full proposals.
  • Interpret and respond to RFPs, RFQs, and TORs, ensuring full technical and administrative compliance.
  • Develop strong technical approaches, methodologies, work plans, and implementation frameworks.
  • Craft persuasive win themes, value propositions, and solution narratives grounded in consulting best practices.

Management & L&D Consulting Content

  • Develop proposal content related to:
  • Organisational diagnostics and needs assessments
  • Learning needs analysis and training strategies
  • Leadership development and capacity-building frameworks
  • Change management and performance improvement initiatives
  • Translate management consulting and L&D methodologies into practical, results-oriented solutions.
  • Collaborate with subject matter experts to structure delivery models, timelines, and staffing plans.

Research, Strategy & MEL

  • Conduct research on clients, sectors, donors, and corporate priorities to strengthen technical positioning.
  • Align proposals with industry standards, best practices, and emerging consulting and L&D trends.
  • Integrate Monitoring, Evaluation, and Learning (MEL) frameworks and performance indicators where required.

Collaboration & Quality Assurance

  • Work closely with consultants, facilitators, and business development teams to coordinate inputs and timelines.
  • Edit and review proposals to ensure technical accuracy, clarity, consistency, and professionalism.
  • Manage internal reviews and incorporate feedback efficiently ahead of submission deadlines.

Knowledge Management

  • Maintain a proposal repository that includes templates, technical narratives, case studies, and consultants' CVs.
  • Capture and document lessons learned from both successful and unsuccessful bids.


Requirements

Education

  • Bachelor’s degree in Education, Human Resources, Business Administration, Management, Communications, or a related field.
  • A Master’s degree in Learning & Development, Human Resource Development, Management, or a related discipline is an advantage.

Experience

  • 3–5 years’ experience in technical proposal writing within management consulting and/or L&D consulting environments.
  • Demonstrated experience developing proposals for:
  • Training and capacity-building projects
  • Organisational development and change initiatives
  • oLeadership, performance, and people-development programs
  • Experience working with consulting firms or corporate advisory practices is an added advantage.

Skills & Competencies

  • Exceptional technical writing, structuring, and storytelling skills.
  • Strong understanding of management consulting frameworks, adult learning principles, and instructional design.
  • Ability to synthesise complex technical concepts into clear, persuasive proposal content.
  • Strong research, editing, and document-quality control skills.
  • Proven ability to manage multiple deadlines in fast-paced bid environments.
